WHY are our political and business leaders so surprised that the cost of the Rotherwas Access Road has doubled to £6m?
Herefordshire Council's transport plan progress review in July 2002 (nine months before the planning decision) clearly states the revised cost will be "in excess of £5m" and our own evidence to the planning committee put the cost at over £6m. This was one of our reasons for opposing the road as we did not believe the cost justified the benefit given the other calls on the council's limited resources.
